Digital India Land Records Modernization Programme (DILRMP)
The Digital India Land Records Modernization Programme (DILRMP) is a flagship initiative by the Government of India, designed to modernize the land records management system across the country. Introduced in 2008 under the Department of Land Resources (DoLR) and integrated with the Digital India campaign in 2014, the program aims to bring transparency, improve accessibility, and eliminate inefficiencies in land administration.
Vision and Objectives
The DILRMP envisions a modern, technology-driven system for maintaining land records. The primary objectives include:
- Conclusive Land Titling: Establishing a system of clear titles to reduce disputes and ensure legal ownership.
- Transparency and Accessibility: Providing citizens with easy, real-time access to land records through digital platforms.
- Efficiency in Land Transactions: Streamlining processes like property registration, mutation, and transfer.
- Reduction of Disputes: Minimizing the scope for manipulation and fraud through tamper-proof records.
- Integrated Land Information System: Developing a unified land database that combines textual records with spatial data.

- Resolving discrepancies in existing records through resurvey.
3. Integration of Registration and Records:
- Linking property registration systems with land records databases to ensure real-time updates.
- Automatic mutation of ownership records post-registration.
4. Core GIS Infrastructure:
- Development of Geographic Information Systems (GIS) to map and manage spatial land data.
- Creation of cadastral maps to visualize boundaries and ownership.
5. Citizen Service Portals:
- Online platforms like Bhulekh and Bhoomi for public access to land records.
- Services include property details, mutation status, encumbrance certificates, and grievance redressal.
6. Capacity Building:
- Training government officials and stakeholders to use modern tools and technologies for land management.
Benefits
